Transferring does bypass the server being full, yes. It was open today after maintenance, so it would appear they're easing up a bit. If you don't wish to pay, there will probably be another maintenance soon as they're pretty regular at the moment with hotfixes. The first 10 minutes after it opens is usually a good time. Having your character saved and name/details ready to put in so it's as quick as possible helps too. Best of luck!
