Only those proven to have some sort of obscure "gift" were permitted to join the inspectors. How that pertains to summoning is yet to be known. Most arcanist NPCs in 1.0 carried mechanical staffs. The class will carry books in ARR. Why they changed is yet to be known. And that's about all that is provable about them. "You know, I was God once." "Yes, I saw.
