People sometimes RP at the Drowning Wench (Adventurer's Guild in Limsa Lominsa) or at Buscarron's Druthers out in the Shroud. Some folks also RP in the tavern in Ishgard once you make it to Heavensward. Not sure if they still do, but people used to role-play out in the Coffer & Coffin in Thanalan. Aside from that, I don't think there are many places you'll regularly find open RP, so I'd just recommend keeping an eye on the RP events advertised here on the RPC.
