Probably easiest to work backwards. Small homes/construction/plot totals just under 5,000,000 gil if I remember correct. If you get a ten entrants and they all pony up 125k, you're totaling 1.25m every two months before paying out a final prize. Paying 20% leaves you with a cool million gil every two months. Without any internal money-raising you've got a house in a year. There's a couple of obvious challenges with this, but it's an interesting thought. Minor edit for math.
