Less of a threat, more of a promise. Primals that are prone to tempering (Ifrit, Garuda specifically) wouldn't hesitate to try and temper you as soon as you were presented or represented a threat.
Its not always a promise. Individuals who don't possess the echo, but have exceptionally strong wills can resist the tempering process as evidenced by Tristan who fought Ifrit and wasn't tempered, but his weaker willed brother was.
