
For House Fortemps and House Haillenarte specifically...
House Fortemps has of late gotten flack for advocating the use of outside foreigners, adventurers specifically. While Count Edmont treats his illegitimate son, Haurchefant, as if he was a trueborn there are many in Ishgard (such as the Heavensward) who call him a bastard.
House Haillenarte failed to hold and lost the Stone and Steel Vigils. That essentially put them at the mercy of the other Houses (Dzemael and Durendaire specifically). House Haillenarte doesn't quite have much funds, spreading themselves thin trying to bolster their Sea of Clouds outpost. Their youngest son, Francel, was friends with Haurchefant (Their story is in the Tales from the Dragonsong War). One of the sons died in the loss of Steel Vigil.
House Haillenarte are in a weak position, especially so before hitting level 36ish as they lost two Vigils before ARR. Losing them put them in the bottom rung it seems.
For the other two houses, interestingly, House Dzemael controls the Lightfeather Proving Grounds (the chocobo arena, but also for knights such as even the Temple Knights). House Dzemael is attempting to rebuild Falcon's Nest. House Durendaire has a knight in charge of Whitebrim.
