Tough question as it's yes and no. You can eat them, and people have done so. It's frowned upon though in certain regions such as around Tailfeather where nature is to be respected. You'd also be eating into your profits. Pun intended Though I imagine they taste like chicken.
It's safer to just ride them and if you eat them, don't get caught or let people know.
As for breeding them for food, there is no mention of chocobos being breed as a food source. As a matter of fact, most chocobos are captured wild and then broke in before being sent to Ishgard and so forth from there.
