Well that's actually the thing with constitutional theocracy (not dissimilar to Iran), the executive is not religious, much like Uldah. The religious body is the parliamentary body, aka the legislative power. Except here it's not really parliamentary in nature, but it remains a religious institution that writes the law.Â
