
I would be....very surprised to even see a standard user have access to the delete button in any of the sections. (Because that would indeed be a bug!)
It's been my understanding that users deleting their own content has never been allowed on the RPC, and it's been like that since at least the time I registered over a year ago. It should be noted that the whole "expanded rules" section was a later development based on user behavior being increasingly hostile around the time of writing, where the moderation staff at that time had talks and discussions about what could be done to curb such behavior. It's been hit and miss, but that's life.
When the moderation team tried to remind users that blanking/editing in a negative manner was something reportable/actionable, it mostly blew up. But that's not to say users cannot edit their posts.

- editing to retract an argument that was responded to ("I didn't say that!" posts)
