They do want to do ' Instanced' housing, but they also I don't think have the server copacity to build thousands of 'extra houses' (  and plots for them, since the plots & houses are two seperate entities.  Yeah, you are kinda outta luck on Balmung. Might get lucky. But its RARE. Like getting a SLOT on Balmubng when its open for the 30 seconds it seems like it must be.
