Don't worry about being rusty. The RP I've seen so far is relaxed and not too intimidating. Sometimes it's hard to keep up, but people are quick to invite you to a party so you have an easier time seeing the text. Check out the Calendar and Roleplay Events forum. There's always something going on during the weekends.
I picked the game up again at the beginning of January. It's awesome how much RP you run into out in the world while questing/leveling.
