I've only got a short answer, and it's basically that we don't know.
What lore we've got on the Xaela clans can be found in the race lore compilation and the race naming conventions, which go over Xaela tribal lore. Of all the lore blurbs for the Xaela we've compiled this was the closest mention of magic use or shamanism:

But this isn't to say Xaela can't or don't use magic. My opinion is quite the opposite, in fact. We've no racial lore saying that Xaela can't use magic. In Othard, we know that at least the Doman Province were adept at using aether (ninjutsu), so it's not unreasonable to believe that the secluded Xaelan tribes might also know how to manipulate aether in their own unique ways. I think so long as you don't name this magick after an Eorzean-specific magical profession, there shouldn't be any problem with RPing a Xaelan magi/shaman.
What we do know about the Xaela tribes is that when Garlemald first invaded Othard roughly several decades ago, it was the northern tribes which summoned primals to defend their borders. Primal summoning at least requires a rudimentary knowledge of aether manipulation to perform, so, further confirmation that there are Xaela tribes out there who are no strangers to shamanism, mysticism, or other magical practices.
