I really like the character idea. I've always been a fan of the Robin Hood archetype. I also enjoyed the mannerisms you've given him: his tendency to trail off on some tangent and the snarky comments.
It's interesting how you've created your own character's opposite and rival. If you were to play both of them in-game, it could lead to some very unique situations. They would end up knowing a lot of the same people (us other RPer's characters), but since you play both of them they'd never really be in the same place at the same time, so you've got an endless chase thing going on. I'd also be interesting to see who other characters side with, whether they tip Uther off to Wilfred's whereabouts or help to hide him.
Also, the name Scarlet Hood reminds me of this:
