
At the very top of the page, if you click "Wiki", it takes you to the wiki site associated with the RPC. You can log in there using the same credentials you use here (it should pre-register you when you sign up here). To create your character's page, use the search box in the upper right corner to search for your character name (be sure to type it exactly). The website should return a result which says the character page doesn't exist, and asks if you want to create it - just tell it you do, and there you go. 
I recommend using a simple format for your wiki page to begin with. You can always change it to a complex one with tabs and such sometime in the future. A lot of people try to start with a fancy format and end up getting bogged down by it and never even finish their wiki bio.
