The short answer is no. Reading is a receptive skill while writing is a productive one. It takes less fluency in the target language to read effectively, but far more to write effectively.
For example: 薔薇 means rose in Japanese. I can read it, but I can't write it.
EDIT: For an English comparison, think about people who can read complex words (receptive), but cannot spell them (productive).
