Probably about the only thing you could do is make a character on several servers and ask around in shouts in the main cities. Just be prepared that you might get a lot of hassling from players who don't RP and don't understand the appeal of RP.Â
Or, you could figure out how to scrape together $18 and transfer your characters to Balmung. One transfer fee covers up to an entire server load (8) characters at once. These days you can't even go to the movies for $18 if you want to have popcorn or a drink, so it's really not expensive, and IMO it's far simpler just to pay it and be on the server where RP is all but guaranteed, considering the only alternative is to spend a ton of time and effort scouring other servers for crumbs of RP that may not even exist.
easyer said then done, already looked up and done alot of research on getting into balmung. but it still seems really dumb just how hard it is to get in. already spend 15 to play the game.
