Looking to RP on Balmung, New to Game, Help

I'm fairly new to the game and I just want to get started right, I'm fine paying the money for whatever but -everytime- I try to go to the mogstation it says there's no characters eligible to transfer when I try to set up transfering. Is there some secret I'm missing? The account and character are 6 days old, I'm in no guilds, I own no property, I have nothing in the market, I put a card on the site.... What do I do? Please help me? So eager to begin.
