I've been wondering the same myself, OP. As far as I know there are no FCs or Linkshells that focus on doing actual work there, though given the expansive RP community on Balmung and the rate at which FCs crop up and flicker out, I could be wrong.
As you say it's pretty much only a hotspot for hot springs RP, which seems like a waste considering how large and detailed that area is. I was thinking of holding some kind of wine and beer garden fundraising event for the area (original idea do not steal), though that isn't quite what you had in mind... I'm sure you're not the only person with such an interest though, so looking out for FCs and linkshells that specialize in healing might be a great place to go in order to get something started.
