Yeah, on rereading the lore, you're definitely right. The Hyur have a "lack of a unified cultural identity," so their influence would be minimal.
Still, though, I think it's fair to say that the "city folk" and adventurers are going to have some culture clashes with more "traditional" members of each race. There's some good RP and conflict hanging out in there, I think.
