Absolutely! I actually have all classes leveled to at least 50 and OOC I main Warrior actually, but ICly my character is a gladiator and a musketeer. Now, when I'm in a position where I need to RP out using my sword or gun I'll change jobs to Paladin or Machinist for the armor and weapon I need for that scene (since I have both classes leveled). ICly, she's not a Paladin or a Machinist either, but I use the classes for the weapons.
So if you like Monk or Ninja, play monk or ninja! Get the gear, dress your character in monk/ninja-esque gear, but then figure out what exactly they are. You say a lookout or scout, a Dhoro tribal who is stealthy and hunts unseen. I'd say this fits the Ninja and Archer aesthetic very well. Whether or not you choose to actually be a true ninja is up to you, or if you just want to use the skills and aesthetic in your RP.
