Hi there and welcome! I am sure whatever server you end up on you can find a roleplaying community that can give you what you are looking for. I think Balmung or Gilgamesh are probably going to give you the best odds of success though.
One thing you mentioned in your post caught my attention...You mentioned you are really looking for something to progress with. I would really try to narrow down how you are looking for your character to progress and what goals you have for them so that you can tailor your RP to that. As it sounds like you are coming back after getting burnt out on FF14 in the past. I think that would help keep you engaged more and give you more of that feeling of being connected with your character like you had mentioned.
