I don't think the vote is really addressing whether it should be done or not. The RPC really has no place regulating social activities of the roleplayers anyways. As Deirdre said, this is more to gauge interest and what sort of server options we should into investing in, and whether we should pay for it or not. I'm abstaining from voting since I'm not super huge for voice chat, but if it was there I might use it on rare occasions. I might also never use it. So yeah, going neutral here.
