Elementals exist all over, the Black Shroud is just the only place they are powerful enough to make their will known (until the Calamity). Conjurer-equivalents who can "commune with nature" like a shaman probably exist in a lot of cultures. Even beast tribes seems to all have a caster class who casts spells of their Primal's element.
