It's been awhile for me, and I'm beyond the point where I can go and review it, but I think a good amount of the NPC dialogue right after that in Ul'dah and Thanalan state that the authorities were trying to keep a lid on what transpired in that patch out of fear of the public backlash.
To me, that implies that a war within Eorzea would have been rather unlikely...but largely because that entire framing was obviously a paper-thin justification to make a grab for power while also getting the WoL and the Scions out of the way. I didn't get the impression that even most people in Thanalan who weren't deep in the Moneterists' pocket would have seriously bought that the WoL randomly decided to poison the Sultana for seemingly no reason at all.
Also, Teledji was apparently planning to enforce his rule by acquiring the Omega Weapon and lost everything because he had the brilliant idea to push all of Raubahn's berserk buttons within bisecting distance just for the lulz. I'm note sure if public relations or long term planning were really at the forefront of his mind at the time.
