I think any notion of "earning it", where "it" isn't even anything significant achievement- or gear-wise and is literally just reaching the end of the game, in a video game that we play for fun is kind of... lame. Honestly. Like, do you really value so highly your time spent performing easy yet tedious quests and learning something you can already quickly pick up in the higher floors of PotD, that you'd gate off completion of it from people who have more money than time to spend on a video game?
I just think it's kind of a boring, low-investment hill to die on. $50 is way more than I'd ever expect to be paid for completing that content myself - IMO if anything the Tales are overpriced, although I think that's a good decision (keep the financial bar high so new players who would otherwise want to complete the content themselves don't feel like they "have to" buy the Tales in order to keep up).
BTW, the level 60 gear they're talking about is almost certainly the Primal-inspired 230 gear, the weapons and chest/legs of which are already available for purchase from the Calamity Salvager with silver chocobo feathers.
