That was basically the devs going "hello here is our fantasy version of the Bakumatsu" in a few throwaway lines during the SAM quests. Even the Sekiseigumi is just a red recolor of the RL Shinsengumi. (Correction: either fantasy Bakumatsu or fantasy Sengoku. Probably the latter.)
