It is in the Scholar quest, A Safe Place to Hide.Â
In particular, this excerpt -Â
Quote:You come across a tonberry lying face-down in the dirt surrounded by Coeurlclaw poachers. The pack of hunters are not at all pleased by your presence and warn you not to come any closer to them or their prey. Seeing as they intend to kill and skin the creature before them, it may be in your best interest to stop them.
Notice something about these Couerlclaws? They're supposed to be all women, the Couerlclaw King's harem. But in Stormblood, there are male Couerlclaws now.
I wonder what caused the shift in recruiting. Or perhaps SE wasn't paying attention. It is a singular new development that could be relevant to Keepers.
Interesting to say the least.
However; if I recall we do slay him in a level 29 fate.
Lv. 29 The Coeurl King Wrote:Zone- South Shroud - Silent Arbor - Taker's Rot (30-19)
A band of Miqo'te poachers has begun hunting in the Twelveswood, led by a solitary male who has crowned himself King of the Coeurlclaws. Slay the unholy sovereign and send his subjects scampering.

There very well could be a new Coeurl King then; or at the very least- they've regrouped and someone else is running it.
