If it helps, you technically can do the bit I've underlined here. I know I've been in several RPs in FFXIV where someone (myself or another) described NPC characters that weren't actually there. From enemies to be fought to family to talk with over dinner! You don't actually need to have actual characters there as stand-ins, as long as you have imagination!
Or, if you need some help, you can actually party up and use the waymarkers to indicate where things are, as seen here:

In this scene, we were fighting a giant sand worm (started at A, then moved to B) that was attacking the caravan of drunken party-goers (at C)! We ended up beating it up and then going to a party that was full of (not-actually-there in-game) NPCs!
So really, you can pretty easily do whatever you did in just the straight-text based RP in FFXIV as well. It just might require the people you're RPing with to have to suspend their disbelief a bit more and be willing to interact with people/places/things that might not actually be there in-game.
