Balmung being locked does not mean that there isn't any RP on Balmung anymore - And I'd caution you to consider rolling a new character on any other server before you opt to transfer away. Balmung has been locked for six months, and it does not look like it'll change anytime soon.  Mateus is the "Secondary" hub in terms of size, but a number of communities have arisen on a range of servers, what I have dubbed the Alternative Servers.
