This is especially said in the Keeper article. I'm not sure about the seekers, i have the feeling it's the same there, but i can't remember a real proof for them right now. It's only said that the nuunhs are very unlikely to actually have leadership. That could be either because they are males or because they are "breeders". But it's not actually said in the tiny lore we have right now if seekers are only matriarchal led too.
