The linked dev post indicates that she's a Seeker, but that she might have a genetic anomaly resulting in Keeper features, or that she has some Keeper blood. EDIT: It's true that she could be a full-blooded Keeper taken in by the Seekers, but that's just one possibility from the dev post.
