It's a theocracy and it seems a bit like a military state where most people are trained to fight dragons since they've been locked in an endless war with them.
I'd always say err on the side of caution, Ishgard exists in its current state because it's planned for future content, if you assume too much you'll end up having to retcon when they release more information.
