Erm, MRD's a tank. Really. 
It queues as a tank, it does damage like a tank... it's higher DPS than a GLA, certainly, but nowhere near the DPS of a pure DPS class. The MRD is the "hit point sponge/damage enmity" offensive tank, while the GLA is the "high mitigation/effect enmity" defensive tank.
Sounsyy can explain the mechanics of these at level 50 better than I can.
