Personally I don't think that its that much of a cop out at all. There's going to be a war. That means people with little to experience in large scale combat manouveres (pretty much everyone died last time is my understanding).
How do you counter that? Large scale wargames to get people up to speed on how it's done, and as most people know. There is hardly a better motivator than rivalry.
