You could see something similar in XI if your connection was quite bad, and it just seems to be how SE handles it. Instead of seeing others teleport due to bad latency, in XIV they just seem to stop and then when it catches up the server shows them running at a crazy speed. As I'm playing from China on the NA servers, on a bad day all I see is this to extreme lengths. On a good day it's there but only slightly, so I don't really notice it.
