I heard that as well - that quite simply, if the server is full (meaning there's a queue) you can't create a character.
I hope that's true, though it's pretty silly that we can't create additional characters on a server even if we already have a character on that server.
Not so silly when you consider that one of their subscription options is one where you can only have one character on a server.
