Back two days after early access, when characters were locked on Balmung as well, my friend was able to get into making a character on that server around 4-5am EST time. Not sure if it would help at all but might as well mention it as trying anything is sometimes better than nothing.
Thanks for the advice - more of the servers seem to be open currently so I'm hopeful that Balmung will be free soon.
