Mysterium falls into category 2. 
While we prefer that people join our FC, we're okay with people only joining the LS. Membership in the LS alone can be as a full Wizard or as a Dear Friend (a close ally whose primary allegiance IC lies with another group), depending on RP concerns. In your case, though, it sounds like you'd prefer an OOC FC -- in which case membership as a Wizard would be fine, as the Tower would be your primary affiliation.
In terms of other LSes that fall into this category, I know the Commerce Regulation Agency is okay with members being in OOC FCs (many of its members are members of the Unity FC). I believe House Marchand takes a similar stance (with many of its members being in the Wildsky FC).
