You need wet bombard ash. 90 will get you all of the swimsuits, but you can get a top and bottom for 6 ash or 30 ash. There's a fate in the Costa del Sol area that has it and one around Camp Drybone. There might be others as well. You take the ash to any of the starting cities. In Gridania it is at the amphitheater. In Limsa it is at the Aftcastle. In Ul'dah it is in the strip by the Adventurer's Guild, where the mail moogle is.Â
