For what it's worth, I originally rolled on Gilgamesh when the servers opened up, and then when Balmung opened up (I went there since from what I read it was had more RP'ers), and was disappointed that I didn't see a single RP from level 1 -10 and the RP LS I was in (#3 or #4) had a whole bunch of people who didn't talk when I tried to engage them, which was totally different from my experience in Gilgamesh. Â
Of course, this was only a two-day sample, so I'm sure I might have just had bad timing. But I've been having a blast since I went back to Gilgamesh and haven't looked back!
I'm a person who RP's as they level, so Gilgamesh has been working great for me. Try both servers and get a feel for it, the major cities are a good place to try it. I've been having lots of open world RP (because that's all I do). If you're willing to walk away from a game because you're not content with the RP, then I would say having an existing leveled character matters less in the end. Also leveling in this game is pretty easy, so you won't really be that disadvantaged either way.
