Well to be honest there are a couple of theater style paints you could look into.
The tattoo paper really takes to color though.

This is another cosplayer I follow who used the tattoo paper for his L'cie brand.
But I know a lot of cosplayers just use come pretty serious eye brow pencils to get some nice lines.
