I wish you the best of luck with getting together a group, may I suggest opening an entry in the Linkshell hall under "other"? This serves to host groups from Levithan and Faerie so far and I see no reason you could not add your own to hopefully bring together whom ever may be interested.
There is also

which serves as a recruitment aggregate for groups, though most of them are PVE and social groups, it wouldn't hurt!
