just to check have you used the "suggestions" tool in game to see what quests might still be available? Mor Dhona and pretty much any area with the beast men strongholds will have 40+ Quests (Camp Overlook, the U tribe in South Thanalan, the Slyph camp outside the Sylphlands ect.) It is slim pickings to a certain extent, but you can make a go of it with the first character at least.
