I absolutely love this idea!!! I think that Pas' way of getting it started would be the best. Starting with a Linkshell and moving to a FC if it gets big enough. Honestly i would have no qualms about running it if you're looking for someone to really spearhead this idea! If you want to take a look at my character page the link is below.
