Or for variety, try a couple of not-strictly-lawful types discussing their long and sordid criminal careers right next to a guard post. I was in such an RP once and my char more or less stood there going "Guys? Er. You might want to-- gah! Talk more quietly! ...I'm going to go stand over there now, please don't follow me." Nowadays when there's public unrest, usually one of the more level-headed characters will yell at the fastest runner to go GET guards.
