As Steel said, knowing what server you're on will make it easier to recommend what might interest you, both Balmung and Gilgamesh support RP communities, if you've already decided on one it would be a good idea to hop into the user control panel and list that server so people can see it on your little avatar.

This RP handbook by Eva is a great way to build a foundation of RP knowledge as she touches on a variety of view points. Be it learning from the group up, refreshing old knowledge, or taking a look at some Eorzea specific situations that you'd like to know how other people handled. As a note, an index is hidden in the spoiler tag at the top so you can get an idea of what topics are covered.
But maybe you're just interested in some community suggestions. While I could never really do justice to the breadth of groups, their interactions and goals [particularly the IC ones] I do think there are a two OOC linkshells that can serve to help get your foot in the door as far as meeting more people goes.

"Intermission" is like a gigantic chat channel filled with people of all different styles. You could talk about where people are, what events might be coming up, what jobs have good cross class skills and about pretty much anything else you might imagine. [Balmung]

"Balmungs Finest" is a PVE linkshell for people across the server to get together and clear dungeons, primals, raids and occasionally even find some people for FATEs. If you'd like to build connections with people through group content or are just sick of waiting 30 minutes in the queue as a DPS, this linkshell might be right for you.
Hope I haven't bored you to tears, there is so very much more out there. Jump into the forums and read an ongoing discussion, maybe browse some other peoples character wikis to see if you'd like to put up your own. Please remember to ask any questions, voice any concerns and comment on anything you'd like, there are plenty of people out there willing to give their opinion or chime in with some advice.
