The First Astral Era was over 5,000 years ago. If some names are -that- old then two Keepers with the same surname wouldn't have to necessarily be closely related by blood. The shared Surname can simply point to a common ancestry that could date as far back as the First Astral Era. In other words, you could meet another Chalahko and they could likely be as unrelated to you as any other Keeper Miqo'te.
That said, if you wish to meet with other player characters who have the same surname, and set up a back-story with them that makes them family, have fun
