I have not seen any instances of Miqo'te being part of Ishgardian society. Doesn't mean it's never happened or couldn't happen, but yeah. The climate might also be a problem as ExKage said, especially for Seekers of the Sun.
True. The ONLY Miqo'te NPC in Coerthas is an adventurer.
Because Coerthas is accessible, and the Order of the Twin Adder does operate there as well, it is possible that some Miqo'te might call the place home.... If they had a semi-crazy reason for doing so
I'd see it more likely for Keepers of the Moon because of the Twin Adder, and the stone of Menphina being there. But I would call Ishgard a big stretch. They are very xenophobic. Very pro-Elezen.Which makes my character leading a group of their exiles a big hilarious slap in the face of the city-state.
