If you have trouble rounding up folks and don't mind a level 8-10 alt to toss into the mix, I could level one. Over time I've all but mastered the secret master of creating random event NPCs that may or may not die horrible mangled deaths at the hands of mighty heroes.

If the 'Doctor' discovers who the defenders are, or already knows them - perhaps he could frame a few as being potential moles/spies/traitors working in league with the Doctor. Lots and lots of things you can play with in that respect.
