The Ascians were even attempting to help the Ala Mhigans to summon their God, though for all we know they could have ended up summoning another Primal that just convinced them it was Rhalgr.
Same thing could be happening in Ishgard, they attempted to summon Halone, got Shiva instead though no one was the wiser and she just convinced them all she was Halone. The resemblances between Shiva and Halone are relatively uncanny, even the fact that Halone is supposed to be based off the Hindu Goddess Parvati which is the female aspect of the Hindu God Shiva.
